UPUA Passes Full Slate Of Legislation To Close Out Spring Semester

The University Park Undergraduate Association’s 14th assembly met for its final meeting of the semester Wednesday night, passing multiple pieces of legislation before breaking for summer.

President Laura McKinney and Speaker Tom Sarabok briefly went over the budget for the 2019-2020 academic year, which notably included an anticipated increase of funding for Test Prep Week from $7,000 to $10,000 to accommodate more students. The budget was later suspended to allow productive operations over the summer when UPUA isn’t meeting for regular voting sessions, which is customary practice for the organization.

In her report, McKinney outlined a few plans for the fall semester, which included adding vending machines on campus, supplying pregnancy tests, Plan B, and other items, as well as expanding hours of operation at UHS.

The Assembly also confirmed Rachel Schuchman as Chief Justice of the Judicial Board and David Pool as Director of Records.

Three bills and two resolutions were passed in preparation for finals week and the fall semester. Here’s what you should know about each:

Bill 01-14 UPUA Funding for Coffee for Finals

UPUA will fund 60 gallons of coffee from Starbucks for two coffee stations in the HUB during finals week from Sunday to Thursday. The stations will be located next to the high school musical steps and the tech lounge. The bill passed 39-0-1.

Bill 02-14 UPUA Funding for Lyft Subsidies for Finals Week ‘Airport Shuttle’

To help those traveling home after finals week, UPUA will fund 100 $15 Lyft ride coupons for students traveling to the State College Airport. Since return rides are not needed, 25 more codes were funded compared to previous breaks to guarantee rides to more students. The bill passed unanimously.

Bill 03-14 Funding of Transportation for Philadelphia LionLink Job Shadowing Event

The 13th Assembly created a job shadowing event in Philadelphia that allows current students to connect and network with Penn State alumni through LionLink. UPUA will find a bus to take about 55 students to this event on October 11. The bill passed unanimously.

Resolution 03-14 Establishment of an Ad Hoc Committee on Parliamentary Procedure

UPUA will create an ad hoc committee to study Robert’s Rules of Order, newly revised, and create a system of parliamentary procedure to be used by the Assembly and its subsidiaries. The committee will work through the summer and present a recommended system on September 11. The resolution passed unanimously.

Resolution 04-14 Further Expansion of the Part-Time Job Fair

The On-Campus Job Fair connects students in need of work during the school year with on-campus employers in one centralized location. Some of these employers include Campus Rec, Dining, Athletics, the Bryce Jordan Center, and University Police. UPUA will host the third annual Part-Time Job Fair on September 5 in the HUB TV Lounge. The resolution passed unanimously.


Unsurprisingly, the 14th Assembly held a characteristically long meeting, adjourning at 11:13 p.m. Speaker Sarabok ironically reminded everyone to get to sleep by 10 p.m. during finals week.
