Penn State Student Accused Of Sexual Assault

A Penn State student has been accused of sexually assaulting a woman in his off-campus apartment, according to a criminal complaint filed Thursday.

Junior Moncef Guen was accused of second-degree felony sexual assault, second-degree felony strangulation, second-degree misdemeanor indecent assault, and second-degree misdemeanor simple assault, according to a criminal complaint.

According to an affidavit, Guen, 24, met the victim on a social media app. The victim went to Guen’s apartment for dinner in December 2022 and met him downstairs. The pair went up in the elevator to Guen’s apartment, at which point he began forcefully kissing her.

Upon entering the apartment, according to the criminal complaint, the victim realized there was no dinner on hand as expected. Guen then forced the victim onto a couch and began kissing her once again and removing her clothes.

According to the affidavit, Guen then carried the victim to his room. At this point, the victim told Guen she did not want to continue before Guen pushed her onto the bed and began having sexual intercourse with her. The victim was able to move away from Guen before he pulled her back and continued having intercourse.

During the intercourse, according to the complaint, Guen strangled the victim and made it hard for her to breathe. Afterward, the victim went to the bathroom to look at herself in the mirror. Guen asked if she liked the marks on her neck before strangling her again.

Guen then took the victim to the couch and started having intercourse with her again, according to the affidavit. When he finished, he asked the victim to stay the weekend with him. She said her friends were expecting her to return to her apartment that evening and left.

After the victim left Guen’s apartment, she went to a hospital for a sexual assault forensic examination, according to the criminal complaint. She then reported to the State College Police Department, where police identified bruising on her neck, collarbone, and breasts.

Guen was arraigned Thursday by District Judge Steven Lachman and released on $100,000 unsecured bail. A preliminary hearing is scheduled for 8:30 a.m. on May 15.
